Mitt Romney's campaign has split from the Republican base by rejecting to call the individual mandate a tax.  Romney's own health-care legislation in Massachusetts issued a "penalty" on individuals who refused to purchase insurance Romney often times referred to this as an incentive. While Romney opposes the federal health-care law and vows to work to repeal it, the similarities to his state legislation puts him at odds with the sentiments being spread throughout the Republican base.
