In a CBS interview during the 4th of July celebrations, Republican nominee Mitt Romney stated that the individual mandate from Obama's Affordable Care Act is in fact a tax. This is in contrast to the statement made by Romney's top advisors in where they made campaign statements that like Mitt Romney's health care bill in Massachusetts, the mandate is a penalty.
