Romney's Welfare Attack is for Policy He Wanted

Romney's latest attack on the Obama campaign focuses on welfare reform, claiming that Obama has eliminated the welfare provisions work requirement. However the welfare changed that occurred is actually something that Romney along with several other Republican governors in 2005 wanted. In a letter written and signed by 28 Republican Governors they pleaded for more flexibility for "states to seek new and innovative solutions to help welfare recipients achieve independence.” While the new provision offered by the Department of Health and Human Services does just this allowing states to "test alternative strategies" to improve work results from individuals on welfare. States do however have to prove to HHS that their methodology is better at getting families back to work or their waiver will be revoked. Despite this provision reflecting Republican wishes this hasn't stopped Romney from decrying it as a "gutting of the welfare system".
